    There are a couple of reasons. With foreign books, it seems that every printing of his books (in France lets say) will get released in two versions - one in English and one in French. So that alone will double up the number of covers from what is seen here in the US.

    The 2nd factor is the number of books printed in each edition is smaller than in the USA. Instead of printing a million copies of a particular book at a time, foreign authors tend to have much smaller print batches. When they then get popular, the publishers have to print off multiple batches (editions) of the same book (often times with different covers).
